Davis served in the Utah House of Representatives from 1986 to 1998. He joined the Utah State Senate in 1999 and has represented the 3rd district since. From 1998 to 2004 he served as the Assistant Minority Whip in the senate. Davis is currently the Senate Minority Whip.
Davis earned his LLB from LaSalle Extension University.
Davis works in advertising and as a public relations specialist.

On November 7, 2006, Davis won re-election to the 3rd District Seat in the Utah State Senate, defeating opponents Julene B. Oliver (R) and Brian Mecham (Constitution Party).[2]
Davis raised $81,439 for his campaign, while Oliver raised $58,781. (The Constitution Party candidate raised less than $100.00.)[3]
