McDowell ran for re-election in the 2012 election for Delaware State Senate District 1. McDowell defeated James Martin and David Brady in the Democratic primary on September 11, 2012 and defeated Bryan Lintz and Robert Clark in the general election on November 6, 2012. [2][3]

On November 7, 2006, McDowell won re-election to the Delaware State Senate from Delaware's 1st Senate District. McDowell defeated Gregory Chambers (R) and Tyler Nixon (Independent Party of Delaware). McDowell received 8,300 votes, Chambers received 3,752 votes, and Nixon received 799 votes.[5] McDowell raised $93,948 for his campaign, and his opponents raised the following amounts: Chambers ($41,202) and Nixon ($6,005).[6]
