Herbert Kemp was a 2013 Democratic candidate for District 86 of the Virginia House of Delegates.[1]

Biography

Kemp holds a B.A. in Political Science from West Virginia University. He later received a M.S. in System Management from the University of Southern California. Kemp has worked as an executive in the defense industry since 2001. He retired as a Colonel in the United States Air Force and served as a Deputy Director for Surveillance and Reconnaissance from 1997 to 2001.

"Realistically, developing a secure energy future means choosing new energy sources with the least environmental impacts while mitigating the economic impacts to Virginians who make their living from declining energy sources."

  • Gun Safety

"We must collectively act to reduce gun violence in this country and I, among many concerned citizens, support the President’s initiatives to reduce gun violence in America. While the full plan can be seen on the White House website, the key features are universal background checks, cracking down on gun trafficking, and banning the sale of assault-type weapons and high capacity magazines."

  • Marriage Equality

"We must fight back at every opportunity until all of the citizens of our Common-wealth enjoy equal rights and are able to live their lives without fear of discrimination. As I have said previously, an infringement upon the rights of any of us is an infringement upon the rights of all of us, and that we will not tolerate."

"Of interest, Section 5 of the Voting Rights Act was recently used to defeat unreasonably strict voter ID laws in Texas. Virginia, you may remember, along with Texas, is among the seven states singled out in the Voting Rights Act for special oversight, given their history of voter suppression. We still need Section 5!"
