Kemp holds a B.A. in Political Science from West Virginia University. He later received a M.S. in System Management from the University of Southern California. Kemp has worked as an executive in the defense industry since 2001. He retired as a Colonel in the United States Air Force and served as a Deputy Director for Surveillance and Reconnaissance from 1997 to 2001.

Kemp ran in the 2013 election for Virginia House of Delegates District 86. Kemp is opposed by Jennifer B. Boysko in the June 11 Democratic primary. The general election takes place on November 5, 2013.
