Shall the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on all taxable real and tangible personal property within Howell Township, Livingston County, Michigan, be increased in an amount not to exceed 3.5 mills ($3.50 on each $1,000.00 of taxable value) for a period of five (5) years, 2012 to 2016, inclusive, to provide funds for reducing and repaying a portion of Howell Township’s sanitary sewer and water debt; and shall the Township levy the additional millage for that purpose to raise an estimated $1,000,048 in the first year the additional millage is levied?
