The controller's office is subdivided into three divisions, the division of statewide accounting, the division of computer services and the division of statewide payroll. The controller also has the duty of Social Security Program Administrator and is the ex-officio secretary of the State Board of Examiners.
The current controller is Donna M. Jones, a Republican first elected on November 7, 2006. Jones' current term, her second, began on January 3, 2011, and will end on January 5, 2015, at which time she will be barred from office by term limits.
Jones has been a businessman for thirty years, having owned and operated auto parts stores and a real estate brokerage firm. Before becoming controller, she spent eight years (1998-2006) as the executive director of the Idaho Real Estate Commission. She served from 1987 to 1998 in the Idaho House of Representatives. Jones has "served on the Board of Directors and as Treasurer for the Association of Real Estate License Law Officials (ARELLO). She has held office as the American Legislative Exchange Council’s (ALEC) Idaho Chairman and served on the organization’s national Board of Directors."
The office of controller is established by the Idaho Constitution.
The executive department shall consist of a governor, lieutenant governor, secretary of state, state controller, state treasurer, attorney general and superintendent of public instruction, each of whom shall hold his office for four years
- at least 25 years old
- a United States citizen
- a resident of Idaho at least two years prior to the election
No person shall be eligible ... to the office of ... state treasurer, unless he shall have attained the age of thirty years, and have been admitted to practice in the Supreme Court of the state or territory of Idaho, and be in good standing at the time of his election. In addition to the qualifications above described each of the officers named shall be a citizen of the United States and shall have resided within the state or territory two years next preceding his election.
Idaho elects controllers to four year terms in federal midterm election years, that is, even years that are not presidential election years. Thus, 2006, 2010, 2014, and 2018 are all election years. Winners take office on the first Monday in the January following an election. Thus, January 3, 2011 and January 5, 2015 are inaugural days.
If two candidates ever tie in the general election, a joint session of the legislature chooses the winner by a majority vote.

Alone out of all of Idaho's state executives, the controller faces a limit of two consecutive terms in office.
Per Article IV, Section 6 of the Idaho Constitution, the governor appoints a replacement to any state office where a vacancy occurs, subject to the approval of the Idaho Senate. The appointee serves until the next general election.
The controller, as the state's chief fiscal officer, is responsible for:
- Maintaining all accounting and financial records
- Paying all the state's bills and employees
- Preparing the state's annual financial report
- Operating the state's Computer Service Center
The controller was once known as the state auditor; the position was renamed by a [[Idaho Change State Auditor Title, SJR 109|1994 ballot measure]. The controller remains responsible for operating internal pre-audit accounting controls. The remainder of the state's audit duties are carried out by the state legislature's audit division.
