The Controller of the State of Illinois is the chief financial officer of the government of Illinois. The current comptroller is Judy Baar Topinka.

The controller's main duties include maintaining the state's central fiscal accounts, ordering payments into the treasury, and issuing warrants against any funds held by the treasurer. The comptroller office is further split into six departments, the taxpayer information and consumer affairs department, the cemetery care department, the local government department, the public accountability, the research and fiscal department and also the electronic commerce department. The current state controller is Judy Baar Topinka.

A 2012 ballot measure, the Illinois Treasurer and Comptroller Amendment, may offer Illinois voters the chance to permanently merge the offices of treasurer and comptroller.. Both Treasurer Dan Rutherford and Comptroller Judy Baar Topinka support the proposal, arguing consolidation of the offices will "improve efficiency, save on personnel and office costs and deliver ... more timely state investments."
