Texas Windstorm Insurance Association

The Texas House Insurance Committee has heard hours of testimony on problems with the Texas Windstorm Insurance Association (TWIA), the sole state insurer for wind and hail coverage for 14 coastal counties and part of Harris County.

Rep. John Smithee, the committee chair, has referred to the association "as a house of cards" for its instability.[1] Smithee and fellow committee member Rep. Larry Taylor have proposed legislation that would reform TWIA.
