O'Quinn has previously worked in the office of Attorney General Jerry Kilgore and as the executive director of the Republican Party of Virginia's Victory campaign.
O'Quinn graduated from Emory & Henry College with a degree in political science and history.
On November 8, 2011, O'Quinn won election to District 5 of the Virginia House of Delegates. He was uncontested in the August 23 GOP primary and defeated Michael Osborne (I) in the November 8 general election.
