Franks previously represented District 19 state House from 2000 to 2007, when he made an unsuccessful bid for Lieutenant Governor of Mississippi. He owns and operates his own law firm in Hernando, MS, where he concentrates on criminal and youth court defense. Franks and his wife, Alisa, have two sons.
Franks ran in the 2011 election for Mississippi House of Representatives District 19. After an inconclusive Democratic primary, he lost to Mark DuVall in the August 23 primary runoff. Randy Boyd won the August 2 Republican primary. The general election took place on November 8, 2011.
