Plummer is a graduate of the University of Illinois, Urbana-Champaign. While a student, he started a wireless internet company, to provide broadband access to rural communities in downstate Illinois.
Plummer has interned for U.S. Senator Peter Fitzgerald and for the Heritage Foundation, in Washington, D.C., and is presently an Intelligence Officer in the U.S. Navy Reserves.

Plummer is running in the 2012 election for the U.S. House, representing Illinois' 12th District. Plummer is seeking the nomination on the Republican ticket.  The signature filing deadline was December 27, 2011, with the primary taking place on March 20, 2012.
In the February 2, 2010 primary for Lieutenant Governor, Plummer finished first among six candidates, narrowly ahead of State Senator Matt Murphy. In the general election, he will run on a ticket with State Senator Bill Brady.
The IL GOP team for Governor and Lieutenant Governor faced Democratic gubernatorial nominee Pat Quinn and his running mate (who will be appointed by the Illinois Democratic Party, as the winner of that Lt. Governor primary has withdrawn. ) Schorsch, Kristen in the election to be held November 2, 2010.
Plummer is a member of First Baptist Church of Maryville where, in his spare time, he coaches youth sports.
