Costa graduated from Allegheny County Community College with his Bachelor's degree in 1977 and later graduated from Indiana-Pennsylvania with his Bachelor's degree in 1979 before earning his Juris Doctor degree from Duquense Law in 1989.
Costa is a former Attorney and a Deputy Sheriff for Allegheny County.
