Jill Carter is a Democratic member of the Maryland House of Delegates. She has represented District 41 since 2003.

Carter is an attorney and has been a sole practitioner since 1998. She previously served as Assistant City Solicitor, Civil Service Commission Hearing Officer, and Assistant Public Defender for Baltimore City.

Carter is Founder and President of the Walter P. Carter Foundation, and a member of the Maryland Bar Association, Women Legislators of Maryland, and Maryland Legislative Black Caucus.[1]
