Barnes was Chair on the Board of Selectment from 1986 to 1987. He also served in the New Hampshire State House of Representatives from 1988 to 1992. He then served in the New Hampshire State Senate from 1992 to 1998 and again from 2000 to the present. He represents the 17th district.
Barnes served in the United States Army from 1950 to 1953 and fought in the Korean War. He is also the retired owner of McDonald's Restaurants.
Barnes attended Manlius Military, New York. He then earned his BS from the University of New Hampshire in 1956.
