Barsa ran in the 2011 election for Virginia House of Delegates District 44. He was uncontested in the August 23 primary and faced incumbent Scott Surovell (D) and Joseph Glean (I) in the November 8 general election. Surovell defeated Barsa and Glean in the general election.

Excerpt: "To increase the number of taxpayers in our community, Virginia needs greater incentives for businesses to open shop in our neighborhoods. The Route 1 corridor is ripe for economic improvement if action is taken to incentivize businesses. Tax incentives and streamlined processes for business to open in areas similar to the Route 1 Corridor is one path to greater employment and thus greater revenues for the state from a healthier tax base."
Excerpt: "Part of John’s plan is to work to address the current transportation funding formula so that Northern Virginia and other similarly challenged communities get more of their tax dollars back from Richmond.
