John Bloom was a 2013 Republican candidate for District 95 of the Virginia House of Delegates.[1]

Biography

Bloom earned his Bachelor of Science in Nuclear Engineering from Pennsylvania State University before earning his Master of Science in Environmental Technology from the New York Institute of Technology.

Bloom previously lived in New York, and ran for the New York State Assembly as a Conservative Party candidate and a Right To Life Party candidate in the 1990s.[2]

Issues

Transportation bill proposal

Bloom offered an alternative proposal to the contentious Virginia transportation bill that became law in 2013. Bloom proposed getting rid of the hybrid vehicle tax and the sales tax increase, and keeping the retail tax on gasoline only to capture revenue from out-of-state travelers. Virginia residents would receive a tax rebate for their gasoline purchases, but they would pay an annual tax based on miles driven and the weight of their vehicle. Bloom's plan would have also provided tax credits for companies that give their employees public transit passes and credits. His plan would also tax those with out-of-state identification extra at tourist attractions within the state. For long-term projects, the legislature and governor would have to approve them independently and find separate revenue streams for those projects.

Bloom claimed that this proposal was the only transportation bill alternative offered by candidates for the House of Delegates.[3]

Bloom ran in the 2013 election for Virginia House of Delegates District 95. He was defeated by incumbent Mamye BaCote (D) in the general election on November 5, 2013.[4]
