Morse earned his BSBA in Accounting/Finance from the University of Colorado in 1980. He went on to receive his MBA from Regis College in 1984. He then earned his MPA in Public Administration from the University of Colorado-Colorado Springs in 1996. In 2001 he received his PhD in Public Affairs from the University of Colorado-Denver.
Morse has worked in the following positions: Emergency Medical Technician, Sergeant in the Colorado Springs Police Department, Police Chief for the City of Fountain, and Certified Public Accountant.
