Coupal was the Director of Legal Affairs for HJTA from 1991-1998 before becoming its president. He is a graduate of the Marshall-Wythe School of Law at the College of William and Mary.

* Coupal successfully defended [[California Proposition 140 (1990)|Proposition 140]] before the [[California Supreme Court]]. 

* He was the primary drafter of [[California Proposition 218 (1996)]].

* He led the campaign against [[California Proposition 88 (2006)|Proposition 88]], which was defeated in 2006.
