Coupal was the Director of Legal Affairs for HJTA from 1991-1998 before becoming its president. He is a graduate of the Marshall-Wythe School of Law at the College of William and Mary.
Ballot measures
- Coupal successfully defended Proposition 140 before the California Supreme Court.
- He was the primary drafter of California Proposition 218 (1996).
- He led the campaign against Proposition 88, which was defeated in 2006.
