The process of placing a Kansas measure on the ballot

TOPEKA, Kansas: In 2010, there were two legislatively-referred constitutional amendments that were placed on the ballot in Kansas.

One changed the constitution to allow the right to bear arms in the state for lawful purposes. The other eliminated mental illness as a voting disqualification. Both were approved.

In order for these amendments to have made the ballot, and for any proposed future Kansas amendments to make the ballot, a 2/3rds vote in both chambers of the Kansas State Legislature is required to refer proposals to a vote.
