Carter received his diploma from Jackson Country High School. He then served in the United States Navy from 1951 to 1955. He is currently the owner of Carter's 19th Hole Restaurant.
Carter served as a delegate at the Rhode Island Constitutional Convention in 1986. He then joined the Rhode Island House of Representatives in 1993. He has served in that position since, representing the 31st District.

2010
Carter lost re-election to the 31st District Seat in 2010. He was unopposed in the September 14 Democratic primary and was defeated by Republican Doreen Costa in the general election on November 2, 2010.[1][2]

In 2008 Carter was re-elected to the Rhode Island House District 31. Carter (D) finished with 3,877 votes while his opponent Ann Marie Marshall (R) finished with 2,614 votes.[3] Carter raised $53,485 for his campaign fund.[4]
