Grantham has worked in real estates and appraisal for Grantham Appraisal Service since 1998.
Housing sex offenders
Before the 2011 session began, Grantham said he wants to help counties that house sex offenders in expensive facilities. It is a violation of parole for sex offenders who are released from prison to fail to register as a sex offender within the community in which they are living.
If discovered, the sex offender is then arrested for failure to register and sent back for further proceedings and temporary incarceration to the county where the sex crime was committed.
Grantham learned of the provision while he was on the campaign trail and was told by county officials of the policy's burden on smaller counties.
“They’re sent back to the counties that can least afford it, like Crowley County,” said Grantham. “They’re shipped back at the expense of the county and housed there, on their dime, for an offense that didn’t occur in their jurisdiction.”
Grantham and Wesley McKinley say Colorado backed out of deals it made with some landowners on much-debated conservation easements. In December 2010, McKinley started taking steps that he says will make the state keep its end of the bargain.
“If they make the deal, they should honor the deal they made,” said Rep. McKinley.
The deals are conservation easements granted on property by a landowner to limit or prevent future commercial or residential development on the land. In exchange, the Colorado government grants the landowner–typically a farmer or rancher–a tax credit based on the land’s value.
More recently, the state has called into question the value of some conservation easements and has not been honoring the tax credits, McKinley maintains.
“They’ve been demanding interest, fees and penalties on easements that they now say they won’t be honoring,” he sad. “The state is saying that the lands were overvalued.”
In the 2011-2012 legislative session, Grantham has been appointed to these committees:
- Agriculture, Natural Resources, and Energy Committee, Colorado State Senate
- Appropriations Committee, Colorado State Senate
- State, Veterans, and Military Affairs Committee, Colorado State Senate
