Catherine B. "Kitty" Toll (b. August 8, 1959) is a Democratic member of the Vermont House of Representatives, representing Caledonia-Washington-1. She was first elected to the chamber in 2008.


Toll earned her B.S. from Lyndon State College in 1981. She went on to receive her MEd from the University of Vermont in 1987.

Toll is a teacher.
