Background

The recall effort was led by a group of three Lochbuie residents who were upset over the doubling of town water rates in 2013, as well as an increase in trash fees and alleged mishandling of town finances. Recall supporters stated they were focusing on Sanders and Veldhuizen because the two board members were the "ringleaders" of the water rate increase. Before the increase, the town had not raised rates in 12 years; a study by the Colorado Rural Water Association had recommended increasing rates, but not to the extent approved by the board. New revenues were earmarked for maintenance on the town's water system.[1]

Both Sanders and Veldhuizen were elected to four year terms on the Board of Trustees in 2010.[5]

Recall supporters need 62, but turned in more than 100 for each of the two petitions. A special election date was originally scheduled for October, but was later moved to coincide with the Weld and Adams Counties November 5 election. The town normally holds elections in April.[1][2]
