The 46th and current lieutenant governor is Peter Kinder, a Republican elected in 2004 and 2008.
Authority
The state Constitution addresses the office of the governor in Article IV, the Executive Department.
Under Article IV, Section 10:

A candidate for lieutenant governor must be:
- at least thirty years old
- a citizen of the United States for at least fifteen years
- a resident of Missouri for at least ten years

Missouri elects lieutenant governors in the Presidential elections, that is, in leap years. For Missouri, 2004, 2008, 2012, and 2016 are all lieutenant gubernatorial election years. Legally, the lieutenant gubernatorial inauguration is always set for the second Monday in the January following an election. Thus, January 14, 2013 and January 9, 2017 are inaugural days.
The lieutenant governor is elected separately and may be of a different party than the governor.
Vacancies
Details of vacancies are addressed under Article IV, Sections 11(a), (b), and (c).
Whatever the reason, a vacancy in the lieutenant governor's chair is filled using a legally prescribed line of succession.
Regardless of the reason for the vacancy, the line of succession after the Lieutenant Governor is the same:
- the President Pro Tem of the Senate
- the Speaker of the House of Representatives
- the State Auditor
- the State Treasurer
- the Attorney General
Any officer who does serve as Acting Lieutenant Governor vacates her elected office so long as she is filling te vacant lieutenant governor's office; in that case, her chief ranked adminstrative staffer takes over her office until she returns.
Duties
The Missouri Lieutenant Governor is the first person in the order of succession of Missouri's executive branch, thus serving as governor in the event of the death, resignation, removal, impeachment, absence from the state, or incapacity due to illness of the governor of Missouri.
The lieutenant governor has the right to preside over the Senate but is subject to the procedural rules of the state Senate while doing so. As president of the Senate, the lieutenant governor can cast a vote in the case of a tie. The Constitution also gives the lieutenant governor the right to debate and vote on issues when the Senate sits as a committee of the whole.
She has such other responsibilities and duties as the Governor shall assign.
Compensation
The lieutenant governor's pay is set by law and may not be increased or diminished effective during the current term.
As of 2010, the lieutenant governor is paid $86,484 a year, the 25th highest lieutenant gubernatorial salary in America.
