Note: This office is technically "vacant." In the state of West Virginia whomever is elected the President of the State Senate is the de facto Lieutenant Governor. Recent legislation allows the Senate President to use the title, "Lieutenant Governor." Prior to that change, West Virginia did not have a lieutenant governor. However, Senate President Earl Ray Tomblin is currently acting as Governor following the resignation of Joe Manchin. According to state statutes, the next person in line for office is the Speaker of the House of Delegates Richard Thompson.
