Baker earned her bachelor's degree in Government Administration from Shippensburg University in 1983. Her professional experience includes serving as the Deputy Chief of Staff to former Republican Governors Mark Schweiker and Tom Ridge, as Chief of Staff to State Senator Charles Lemmond and as a Research Analyst to State Senator Robert C. Jubelirer.
