Statewide ballot measures in the State of Washington come in five different varieties:

  • 1999:

The list of State of Washington ballot measure results for November 2, 1999 shows only two measures as having been on the ballot, but the November 2, 1999 Voter Pamphlet shows four as having been on the ballot.

  • 1988:

The ballot measure election results page published by the Washington Secretary of State for 1988 shows no ballot measures. At the same time, the copy of the Washington State Constitution published by the state government shows three amendments has having passed on November 8, 1988. As well, the List of all Washington State Initiatives to the Legislature shows Initiatives 97 and 97B as having been on the November 1988 ballot.

  • 1986:

The November 4, 1986 ballot measure election results published by the Washington Secretary of State reflect that there were six ballot measures on the November 4, 1986 ballot.

However, the official 1986 election results list, as of January 2010, alludes to "House Joint Resolution 55" which is said to have been approved as an amendment to the Washington State Constitution. HJR 55 is said to have had as its ballot title, "Shall the legislature be authorized, but not required, to establish reasonable transportation rates for both passengers and freight?"

There are two reasons for thinking this might be an error:

1. The online published copy of the Washington State Constitution does not show such an amendment passing in 1986, even though it does list all successful amendments (embedded in the text of the constitution), as of January 2010. 2. An article in the Anchorage Daily News from 1986 that provides an overview of the four proposed constitutional amendments on the 1986 ballot says nothing about any proposed amendment having anything to do with transportation rates. Instead, the Anchorage Daily News article alludes to what is listed above as Amendment 79.

  • 1980:

The copy of the Washington State Constitution published by the state government characterizes Amendment 71 as having passed on November 4, 1980 and as being a product of "Substitute House Joint Resolution No. 37, p 652." However, the 1980 ballot measure election results also published by the state government characterizes HJR 37 as having the ballot title "Shall a graduated net income tax be authorized, excess levies for school operations be prohibited, and some excise taxes limited?". The 1980 ballot measure election results list does not include any ballot measures that relate to the subject of judicial qualifications or the judiciary in general.

  • 1972:

The State of Washington's list of all Initiatives to the Legislature lists Initiative 40 and 40B and Initiative 43 and 43B as having been on the November 1972 ballot. However, the State of Washington's list of election results for 1972 ballot measures says nothing about 40, 40B, 43 or 43B as of November 2009

The official Washington State Constitution says that Amendment 56 (SJR 5), which is about lotteries, was on the November 7, 1972 ballot. However, as of January 2010, the election results list for the state, for 1972, lists SJR 5 as being about county home rule.

  • Constitutional amendments:

The official online copy of the Washington State Constitution is annotated so that each article of the constitution lists successful amendments to the constituiton, as in this example. And, the state's main election website lists all statewide ballot measures, including proposed amendments, back to 1970, both those that were approved and those that were defeated. However, at present, there is no online resource that lists proposed amendments to the state's constitution that were on the ballot prior to 1970 and that were defeated. We only have those that succeeded, since those amendments are provided in the annotated Washington State Constitution.
