Louisiana Amendment 4 would authorize local governments to loan or donate revenues to persons, associations or corporations who agree to expand industrial operations and hire local residents. It was on the November 7, 2000 election ballot in Louisiana where it was defeated, with 36% of voters in favor.

Legislative Constitutional Amendment
To authorize local governments to loan, pledge, or donate certain revenues dedicated to economic or industrial development to persons, associations, or corporations which agree to locate or expand industrial operations in the area and agree to hire a certain minimum number of local residents.
