Luiz Simmons (b. January 27, 1949) is a Democratic member of the Maryland House of Delegates, representing District 17. He was first elected to the chamber in 2003 and previously served a term from 1979 to 1983.

Simmons' professional experience includes working as an attorney, General Counsel to U.S. Representative Newton I Steers, was Editor of 'Drugs, Politics, and Diplomacy: The International Connection,' and Co-Editor of 'Discrimination and the Addict: Notes Toward a Genreal Theory of Addiction Rehabilitation.'
