This measure sought to add to the current city levy by a rate of $.50 per $1,000 of assessed value for a period of four years in order to further pay for dike system repairs in the city.[2]

Text of measure

The question on the ballot:

Shall Section 10.1 of the Charter be amended to authorize the City Council to levy an additional annual millage, not exceeding 1/2 mill ($.50 per $1,000), upon all taxable property, for a period of four years, from 2013 through 2016 inclusive, for the purpose of increasing the reserve fund for repairs to the dike system throughout the City, including pump stations, gates, earthen dikes, walls and wave deflectors.[3]
