Saldate earned his BA in Elementary Education from the University of Arizona in 1965. He went on to receive his master's degree in Special Education/Visually Handicapped in 1967. He then earned his Ed.D in Special Education Administration from the University of Arizona in 1972.
Saldate has been employed by the University of Arizona in multiple positions since 1972. He is currently employed as director of the Guadalajara Summer School for the University of Arizona and has been since 1989.
In the 2011-2012 legislative session, Saldate has been appointed to these committees:

Saldate and Sally Ann Gonzales defeated Eric Carbajal Bustamante, Dustin Cox, Bob Gilby, Sami Hamed, and John Bernal in the August 24 primary. They then defeated Republican Robert I. Compton, Green Party candidate Kent Solberg, and Independent Gene Chewning in the November 2 general election.
