Before his appointment in 2011, Woodward served in the Vermont House from 1996 to 2003.
Woodward graduated from Johnson State College.
Woodward is the owner of Woodward Rentals, and is a Justice of the Peace. He currently serves on the Board of Directors for Copley Hospital and Health Services and the Vermont Electric Coop.
