Freeman was born in Memphis in 1966. She graduated from Central High School and from the Tennessee State University with a bachelor's degree in speech communications. Before accepting her appointment to the authority, Freeman served as the legislative director for then-Governor Phil Bredesen. She was also an executive assistant to State Representative Lois DeBerry.

Freeman currently lives in Nashville and is a member of St. Luke CME Church. She has been recognized by the Nashville National Association for the Advancement of Colored People as one of the Top 40 Under 45, and serves on the executive committee for United Ways of Tennessee, Advisory Board of the Davidson County Community Corrections Program, Board of Directors of the St. Luke Geriatric Center, St. Luke Housing Ministry, and Creative Artists of Tennessee.
