Bordering Virgina, West Virginia, Washington D.C., Pennslyvannia, Delaware and the Atlantic Ocean, the state of Maryland is one of the smallest states by area. The government of Maryland is conducted according to the Maryland constitution. The government of Maryland, like the other 49 state governments, has exclusive authority over matters that lie entirely within the state's borders, except as limited by the Constitution of the United States. Currently, Maryland has two Democratic members of the U.S. Senate, a total of eight members of the U.S. House of Representatives, 151 members of the Maryland House of Representatives and 47 members of the Maryland State Senate. As of September 2013, Maryland is one of 13 Democratic state government trifectas.

The structure of the Maryland judicial system is laid out in Article IV of the state constitution. The state court system is made up of the Maryland Court of Appeals, the Maryland Court of Special Appeals, the Maryland Circuit Courts, the Maryland District Courts and the Maryland Orphans' Court.


The federal court system is made up of the District Court of Maryland and the District of Maryland Bankruptcy Court. Appeals from these courts go to the United States Court of Appeals for the Fourth Circuit.
