  1. For Question 1 to be approved, it requires a double majority, or the approval of all of those who voted in the election (not just those who voted on Question 1). As of mid-day on November 5, the final tally of how many total ballots were cast on November 2 has not been announced. It is therefore not possible to determine conclusively at this time whether Question 1 was approved or defeated.
