The Massachusetts State Auditor is a state executive position in the Massachusetts state government. The Auditor's office is responsible for conducting financial, performance and technical audits of state programs, departments, agencies and other uses of public money.
The office of the state auditor is established by Part I, Title II, Chapter 11, Section 1 of the General Laws of Massachusetts:
|There shall be a department to be known as the department of the state auditor under his supervision and control, organized as provided in this chapter.|
According to Article XVII of the Massachusetts Constitution, an executive officer of the commonwealth must "have been an inhabitant of this commonwealth five years next preceding his election or appointment."
The office of the auditor is committed to ensuring that every dollar given to state government is a dollar well spent and that state agencies and contractors follow the rules when spending public funds. To these ends, the office conducts financial, performance, and technical assessments of programs, departments, agencies, authorities, contracts, and vendors. While these audits and reports may uncover problems and issues, they also contain recommendations to improve accountability, efficiency, and transparency, making state government work better for the citizens of the commonwealth.
Massachusetts elects auditors in the midterm elections, that is, even years that are not Presidential election years. For Massachusetts, 2006, 2010, 2014, and 2018 are all auditor election years.
If the office of the auditor becomes vacant during annual or special session of the general court, the public elects a successor, otherwise, "it shall be supplied by the governor by appointment, with the advice and consent of the council."
Part I, Title II, Chapter 11, Section 1 sets out the compensation for the Auditor:
|The state auditor shall receive a salary of $124,920 and an additional amount to be calculated by applying the adjustment percentage most recently ascertained by the governor pursuant to Article CXVIII of the Articles of Amendment to the Constitution to the preceding figure...|
