Massachusetts has a mostly closed primary system, in which the selection of a party's candidates in a primary election is limited to registered members of that party. In Massachusetts, however, independent voters may select which party's primary to vote in.

The treasurer is responsible for maintaining the state funds by investing and maintaining the state budget. The department is divided into seven divisions, abandoned property, board of retirement, the water pollution abatement trust, debt management, deferred compensation, financial education and cash management.
The Auditor's office is responsible for conducting financial, performance and technical audits of state programs, departments, agencies and other uses of public money.
