He previously represented District 31 from 1997 to 2013. McCoy was on the Polk County Conservation Board from 1988 to 1995. He previously served in the Iowa House of Representatives from 1992 to 1996.

McCoy earned his BA from Briar Cliff College in 1988.

McCoy won re-election to the 31st District Seat in the Iowa State Senate, defeating Republican candidate Dave Leach. McCoy defeated Leach by a margin of 13,385 to 7,064.

McCoy had no opposition in the Democratic primary election on June 8th.[1]
