Fleck earned his BS in History from Liberty University in 1995. He went on to attend Graduate Work at Shippensburg University. He currently works for Raystown Developmental Services.

Fleck joined the Pennsylvania House of Representatives in 2007. He has served in that position since, representing the 81st District.
