The state Constitution addresses the office of commissioner of education in Article IV, Education.
Under Article IX, Section 2(b):

The board shall select and appoint a commissioner of education as its chief administrative officer, who shall be a citizen and resident of the state, and removable at its discretion... |

The commissioner of education is selected and appointed by the state Board of Education.
Compensation
The state Board of Education fixes the compensation of the commissioner.
In 2010, the Missouri Commissioner of Education was paid an estimated $185,400 according to the Council of State Governments.[1]
