The Missouri Public Service Commission is a five member board in charge of regulating electric, steam, natural gas, water and sewer and telephone companies in Missouri.

The Commission was established in 1913.[1]

Current officeholder

The current chair is Robert S. Kenney. He was named chair on March 1, 2013, after Kevin Gunn resigned his position. Commissioners include:

Qualifications

In order to qualify to serve on the public service commission, a person must:

  • Be a resident of the state of Missouri
  • Have resided in the state for at least 5 years next preceding the appointment
  • Be a qualified voter in the state
  • Be at least 25 years of age

Appointments

Per Chapter 386, Section 386.050 of the Missouri Revised Statutes, all five public service commissioners are appointed by the governor with the advice and consent of the Senate. The governor selects one to serve as chair.[2]

Duties

The commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units.[3]

Compensation

In 2010, Missouri public service commissioners were paid an estimated $88,267 according to the Council of State Governments.[4]
