Four seats were up for election on the Montebello Unified School Board on November 5, 2013. Hector A. Chacon, Benjamin Cardenas and Lani Cupchoy defeated Gerri Guzman, Sonia Saucillo-Valencia and Frank Thomas Morales for three seats with four-year terms. Edgar Cisneros defeated Paul Montoya and C.J. Salgado for an unexpired two-year term previously held by the late Marcella Calderon.[1]

Montebello Unified School District is located in Los Angeles County, California. According to the 2010 Census, the population of Montebello is 62,500.[2]

Demographics

Montebello lagged behind state rates for higher education achievement, median income and poverty according to the 2010 U.S. Census. The percentage of city residents over 25 years old with bachelor's degrees (16.7%) was lower than the state average (30.2%). The 2010 U.S. Census calculated a median income of $52,496 in Montebello and $61,632 for California. Montebello had a poverty rate of 15% in 2010 while California's poverty rate was 14.4%.[2]

Note: The United States Census Bureau considers "Hispanic or Latino" to be a place of origin, not a race. Therefore, the Census allows citizens to report both their race and that they are from a "Hispanic or Latino" place of origin simultaneously. As a result, the percentages in each column of the racial demographics table will exceed 100 percent. Each column will add up to 100 percent after removing the "Hispanic or Latino" place of origin percentages.[3]

Method of board member selection

The Montebello Unified School Board consists of five members who are elected at-large to four-year terms. There are no primary elections for Montebello Unified board seats. Each general election takes place the first Tuesday after the first Monday of November in odd-numbered years. Four seats were up for election on November 5, 2013 including an unexpired two-year term. District residents will cast ballots for three seats on November 3, 2015.

Candidates for the Montebello Unified School Board must be registered voters in the district prior to submitting nominating petitions. Each candidate could submit a 200-word statement for inclusion on the ballot by August 9, 2013. Voters were able to request ballots by mail between October 7 and October 29.[4]

No contributions or expenditures were reported during the election to the Los Angeles County Registrar-Recorder/County Clerk.

Endorsements

The Los Cerritos News endorsed Hector A. Chacon, Benjamin Cardenas, Gerri Guzman and Paul Montoya on November 1, 2013.[5]

2011

The district canceled elections scheduled for November 8, 2011 as only two candidates filed for election for two available seats.[6]

What was at stake?

Controversial campaign mailer

A campaign committee called the Voters for Good Government sent out a mailer prior to the election pointing out domestic violence charges against Gerri Guzman in September 2012. The mailer included a copy of the arrest record from Los Angeles County, a mug shot and text connecting the arrest to Guzman's failures as a board member. Guzman was never prosecuted in connection with the charges due to lack of evidence. She expressed disappointment that the mailer attempted to use domestic violence as a campaign issue. Voters for Good Government was registered to local political operative David Gould.[7]

Additional elections on the ballot

The Montebello Unified School Board elections shared the ballot with other local elections. Residents of Montebello submitted votes for three seats on the City Council.[9]
