Billington worked at General Motors Truck and Bus for 28 years before retiring in July 1992. He served as Zone Shop Committee Leader and UAW Leader while at GM. Since retiring, he has been a landscaper, having started his own business while still at GM. He is also the owner of a Rochester Hills restaurant.
Billington is running in the 2012 election for Michigan House of Representatives District 43. He ran unopposed in the Democratic primary on August 7, 2012. Incumbent Gail Haines ran against Paul Greenawalt in the Republican primary. The general election takes place on November 6, 2012.
