This measure sought to add to the current police levy by a rate of $3 per $1,000 of assessed value for a period of five years in order to further pay for police protection services in the village.[2]

The question on the ballot:

Shall the Village of New Haven be authorized to levy new additional millage of 3.0 mills ($3.00 per $1,000.00) on taxable value of property located in the Village of New Haven for a period of 5 years from 2013-2017 both inclusive, which will raise in the first year of such levy an estimated revenue of $235,658.00 for the purpose of providing police protection and police services within the Village of New Haven to be used for the purpose of providing revenues to contribute to the total costs of police services?[3]
