The New York Land Exchange With NYCO Minerals Amendment, also known as S 4688, is a legislatively-referred constitutional amendment in New York that will be decided in the statewide election on November 5, 2013. The measure would allow a land exchange involving the Adirondack forest preserve with NYCO Minerals.[1]

The measure amends Section 1 of Article XIV of the Constitution of New York.[2]

Path to the ballot

According to the New York Constitution, a majority vote is required in two successive sessions of the New York State Legislature in order to qualify a measure for the statewide ballot.

The New York State Senate passed the amendment on June 10, 2013, with a vote of 59 to 3.[4]

The New York State Assembly passed the amendment on June 19, 2013, with a vote of 134 to 6.[5]
