North Dakota Measure 3, also known as the Commission of Higher Education Amendment, is a legislatively-referred constitutional amendment in North Dakota that will be decided in the general election on November 4, 2014. The measure would abolish the elected State Board of Higher Education and replace it with an appointed Commission of Higher Education.[1]

Path to the ballot

Section 16 of Article IV of the North Dakota Constitution very simply says, "Any amendment to this constitution may be proposed in either house of the legislative assembly, and if agreed to upon a roll call by a majority of the members elected to each house, must be submitted to the electors and if a majority of the votes cast thereon are in the affirmative, the amendment is a part of this constitution."

On April 22, 2013, the North Dakota State Senate voted to approve the measure with a vote of 25 to 21.[2]

On April 23 the House of Representatives passed the measure with a 55 to 34 vote. The measure was then filed with the secretary of state for appearance on the 2014 ballot.[2]
