North Dakota Measure 3 (Primary) (1992) allows school boards and teachers' representatives to request final offer resolution as a means of resolving impasses over salaries and other monetary fringe benefits. This ballot measure was referred to the primary ballot by the North Dakota State Legislature. It failed with 48.9% of voters in favor.
