Ohio Issue 3 was on the November 7, 1922 ballot in Ohio as an initiated constitutional amendment, where it was defeated.

Issue 3 would have imposed a limitation on tax rates of 15 mills. Additional levies could have been authorized by a popular vote. The state tax rate would have been limited to 1 mill.

It would have amended Section 1 of Article XII of the Ohio Constitution.
