In Oklahoma, four ballot measures qualified for the November 4, 2008 ballot in Oklahoma. All four measures were voted onto the ballot through the legislative referral process by the Oklahoma State Legislature, rather than through the state's initiative process.

Oklahoman editorializes about dearth of initiatives

On July 28, the state's largest newspaper editorialized that "the November Oklahoma ballot will be blander than dry toast". The paper says that the dearth of interesting initiatives is due to "...the difficulty of getting an initiative petition through the hoops."[1]
